As of right now, the Retrieve and Rank service doesn't provide a direct mechanism for online learning which accepts feedback one question at a time. Instead, the votes would have to be compiled on the caller's side and, once sufficient volume is collected, a new training data batch could be generated with some input from these votes and actual user queries to train a ranker using the existing ranker training API call: https://watson-api-explorer.mybluemix.net/apis/retrieve-and-rank-v1#!/rankers/create
