Google is notorious for allocating people one level lower. In the early days, they used to allocate people at a level on a conditional basis, where you would essentially have to prove-your-worth or get sent a level down. This was bad for morale and caused a lot of problems - I know several experienced candidates that went through it.
So, now they kind of play it safe by hiring at the lower level. If you do really well, you can get to the top of the salary band and ready for potential promotion with a year or two. L3 to L4 is especially considered easier since you're not expected to have a fancy project or leadership experiece or whatnot, which is more of a trust thing until you get that project.
