(9) What are roles of program managers in Google? - Quora

Program managers are project managers.  They maintain a schedule of tasks and track progress.  They're similar to scrum masters but not all groups use Agile.

TPMs focus on the software side of project management.  A program manager may oversee non-software tasks such as operations, legal, and documentation.  TPMs might also contribute code in a pinch.

Hiring is very subjective.  The easiest qualification (as with recruiting in general, unfortunately) is to have prior experience with the same title.  Otherwise, an engineer with some experience might also be hired when there's an urgent need or might not get an interview during leaner times.  What makes them good is attention to detail and strong teamwork.
