Google Engineering has an established policy around this -- candidates should not be brought back to interview onsite more than 3 times for the same or similar role (ex: for SWE applicants, the limit applies across all sites and product areas). However:1) this limit only applies to onsite interview rounds; no such guideline exists around phone screens, and theoretically -- one could keep reapplying and continue to go through phone screens once a year like clockwork.
2) this limit is probably among the least well known of all hiring policies among Google's Recruiters, and accordingly, is one of the most inconsistently adhered to. Sometimes candidates actually do slip through the cracks and are brought back for onsite interviews a 4th time. It's been pretty rare that they even do well enough to make it past Hiring Committee, but those who do typically get rejected by the Executives at the next stages of review (the candidate's slightly better performance is chalked up to simply being familiar with Google's interview questions process, and not to them actually being any stronger). That Recruiters "wasted" interviewer's/candidate's time and/or that Hiring Committee members let 4th-timers through to Executive Review was a major point of irritation for some of Google's most senior engineers on the Executive Review team.
3) I don't believe any such limit applies to non-Eng roles.
